When the president of Bolivia, Evo Morales was sworn in for a second term in January, he declared Bolivia a multinational state which to build the "community socialism". In an accompanying speech, Vice-President Alvaro Garcia Linares, has devised a horizon "socialist" for Bolivia, characterized by "the well-being, making the common wealth, building on our heritage. . . "The process" will not be easy, it could take decades, even centuries, but it is clear that social movements can achieve without real power and establish a socialist community horizon."
During the last decade, Latin America has become a scene of hope and expectation that its leaders and social movements have raised the banner of socialism of the 21st century in a world ravished by imperial adventures and economic disasters . Supporters of the new socialist state that will break with the socialist state-centered of the last century, and will be led by social movements who build another order from bottom to top. There is also widespread agreement that the process will take a unique path in each country, there is no single model or grand strategy to pursue.
The new socialism was characterized by a much slower process and the transitional revolutionary socialism of the past century, which was based on the reversal of the old regime, with a vanguard party to take control of the State and moving quickly to transform the economy. A different scenario occurs when the new Latin American governments to take political control, with the old economic system largely intact.In Venezuela, Bolivia and Ecuador, where the socialist discourse is the most advanced, constituent assemblies were convened to draft new constitutions that restructured the political system put in place broader social rights. The process and pace of transformation of their economies has become the task of political and social forces acting in the new legislatures and the states' re-founded....
