ROAR: START treaty is “last Cold War-like agreement” - RT

Both sides agreed to achieve parity in terms of warheads and carriers in 2017. U.S. President Barack Obama has also promised not to break the agreements on missile defense in Europe, Trud newspaper said.

Most analysts are confident that the pact signed will be useful for all parties, the document notes. "The treaty has proved that resetting said relations between Russia and the United States is working," deputy director of the Institute for USA and Canadian Studies, Pavel Zolotarev said.

Even the process of drawing up the treaty itself is important, because the leaders of both countries have been able to understand each other better, the analyst told the newspaper.

Russia receives tangible benefits, observers say. One of them is the fact that this country as powerful as the U.S. will slash its nuclear arsenal, "said Sergei Karaganov, chairman of the board of the Council on Foreign and Defense Policy. Russia will be reduced mainly surplus weapons which can be discarded because of deterioration, "he added.

Even critics of the treaty believe that Russia has reached agreement on favorable terms, the newspaper said. "We have received all Americans that we could," said Leonid Ivashov, president of the Academy of Geopolitical Problems. And Moscow could withdraw from the agreement if the U.S. missile shield in Europe threatens the security of Russia, he told the newspaper.

But the document does not contain any direct restrictions on missile defense, noted the analyst."The treaty does not contribute much to Russia, where the negotiators failed to link the signing of the START program with the U.S. missile defense," said Ivashov.

In developing the pact, a law was passed in the United States which prohibits the authorities to stop missile defense program, said the analyst. "We were not able to use the new treaty to stop the development of a new class of missiles by the United States, he added....
